Description: The function of this position is to provide R&D and programmatic leadership for the Geoinformatics Engineering and Scalable Computing Group of the National Security Emerging Technologies Division. This group pursues research and development in the areas of developing and deploying GIS related solutions on big data architectures for specific applications across human dynamics, geographic data science, geospatial intelligence, critical infrastructure, and national security domains.

Responsibilities: The group leader will provide the vision and supervision of the team of individual researchers to define and align its activities with the division’s science agenda. A key function is to establish and conduct research within the field of geographic information science, with special emphasis on scalable geoinformatics architecture that is directly applicable to current national security, human dynamics, and other geospatial research issues. The group lead will use GIS, big data architectures, scalable computing, and remote sensing principles, to develop system solutions and analysis techniques in high-performance and desktop environments to solve problems related to: population dynamics, land use analysis, natural resources studies, emergency management, hazardous waste analysis, and transportation studies. The successful candidate will be responsible for the analysis and specification of hardware and software requirements, technical leadership on software development projects, architectural design and integration of complex systems and software, and algorithmic development and implementation. The candidate will provide specifications for deploying big data architectures, real-time systems, Service Oriented Architectures, cloud and cluster computing. Publications and presentation of research in professional journals and presented to the scientific community are expected. Willingness to coordinate and guide a team of scientists and developers working on multiple projects that span the entire range of GIScience is essential. A close collaboration with other domain specific groups and cross functional teams would be necessary and the leader should make concerted effort to reach out as much as possible. Identify services within the products, which defines and integrates design for service requirements into each data product. Establish SLAs for services and monitor cost for both pre-deployment and post deployment using established Service Analytics (SA) tools. Frequent interaction with sponsors is a part of the work effort. Mentoring of staff members and student research associates to help individual professional development and evaluating individual and team performance metrics is expected. Strong interpersonal skills and working effectively as a team member are essential.

Minimum Qualifications:

  • Master’s degree in computer and information sciences, computer engineering, geographical sciences, or related area and 7+ years of experience, or a PhD and 5+ years of experience, in geospatial analysis, information processing, or informatics.
  • Comprehensive understanding of common patterns, hardware, architectures, service-oriented architectures, cloud computing, and best practices of enterprise application development geographic information systems.
  • Comprehensive understanding of common software development methodologies and project management processes.
  • Experience organizing and leading teams comprised of members with diverse expertise on projects for scientific or big data geoinformatics.
  • Comprehensive understanding of developing and deploying real-time geospatial big data systems.
  • Comprehensive understanding of scaling prototyped machine and deep learning solutions on distributed systems and cloud architecture.
  • Demonstrated record of scholarship including publications.
